Pilar strategis ketiga Masyarakat Ekonomi ASEAN yang mengangkat pentingnya pengembangan sektor usaha kecil dan menengah (SMEs) memang sesuai dengan kenyataan masyarakat di negaranegara ASEAN, namun sayang baru pada tahun 2015 sepertinya ASEAN menyadari bahwa yang sama pentingnya adalah sektor usaha mikro yang sebagian besar adalah sektor ekonomi informal. Namun, tampaknya tindakan strategis dari kelompok kerja pengembangan SMEs (ASEAN SMEWG) ini menyamaratakan permasalahan usaha semua sektor usaha, yakni kebutuhan akan akses modal. Oleh karena itu, tulisan ini mengangkat bahwa ada beberapa hambatan awal sektor usaha mikro dan kecil yang tidak hanya modal usaha, dan karena itu pula masih banyak kompetensi yang harus ditempuh agar bisa berkontribusi di tingkat regional dan internasional. Tulisan ini memberikan tinjauan konseptual secara ringkas bagaimana kapital sosial dan kepemimpan bisa berfungsi dalam mempercpat peningkatan kompetensi usaha mikro dan kecil.
